The VCCM equation does not know about valve flow limitations. Also, you assume there is no opposing load force.
I would use the minimum of the maximum rated flow divided by the area and the and the steady state velocity calculated by the VCCM equation. However, you have not specified a mass so even if the maximum steady state speed is about 2131 mm/s it may not be possible to accelerate to that speed or decelerate within a short distance.
If the valve opening is 50% then simply multiply the rated flow by 50%. Easy. This works for linear valves.
