What has been written so far is correct, but it doesn’t consider how the servo valve will flow in an actual system. A real system will have loads that may restrict the flow.
Flow does not make the actuator move. Force does. Flow happens because the piston moves. Newton did not include flow in his 3 laws of motion.

The VCCM equation calculates the speed of the actuator, then you can calculate flow.
Note that the total pressure drop across the servo may be larger than the rated pressure drop.
